SPECIAL MEETING

March 25, 2014

The special meeting of the BHV Planning Commission was called to order by Chair Weingartner at 6:34 PM at the Village Hall.

ROLL CALL Present: Commissioners Curtner, CMacKrell, JMacKrell, Richards, Weingartner and Zoldan. Absent: Commissioner Wallace.
Others present: ZPA Perry and Planning Consultant Carlisle.

The topic of the special meeting was discussion of the map for the proposed zoning ordinance. It was suggested that the map adopted with the ordinance be amended to reflect the Barton Hills Village Master Plan Existing Land Use map, specifically in regard to the parcels labeled on the Master Plan map as Cayuga Park, Otsego Park, Minoma Park and Barton Boat Club.

While there is no significant tax liability concern (zoning does not impact assessment in this case) or development concern (these properties are platted as “Park-private” and owned by Barton Hills Maintenance Corporation) it was suggested that there would be more clarity if the parcels were consistently designated in both the Zoning Ordinance and the Master Plan. Planning Consultant Carlisle advised that if there was no adverse effect for the owner of the properties (Barton Hills Maintenance Corporation) and the action did not nullify any private restrictions it would be acceptable to make the changes.

The map for the proposed zoning ordinance will be amended to indicate that the properties known as Cayuga Park, Otsego Park, Minoma Park and Barton Boat Club will be zoned “Recreational-Conservation” rather than “Residential-Single Family” to more consistently reflect the historical understanding of those properties.(CMacKrell/Richards/P unanimously)

The BHV Planning Commission will hold a special meeting on Tuesday, April 29, 2014 at 6:30 PM at the Village Hall for the purpose of approving minutes and discussing the proposed zoning ordinance and which will include a public hearing for the proposed zoning ordinance map amendment.
