The regular meeting of the BHV Planning Commission was called to order by Chair Weingartner at 6:32 PM at the Village Hall.

ROLL CALL Present: Commissioners CMacKrell, JMacKrell, Richards, Weingartner and Zoldan. Absent: Commissioners Curtner and Wallace.

Others present: ZPA Perry and BHV Trustee Butterwick.


MINUTES The minutes of the June 4, 2013 special meeting were approved as printed. (Richards/Zoldan/P unanimously)


REPORTS The Expenses Summary dated 11/12/13 was acknowledged and will be attached to the meeting minutes.


Zoning Ordinance Discussion of the draft dated 11/8/13 included:

--The draft was reviewed/revised taking into account the public comment received on June 4, 2013. In particular the BHV Board of Trustees asked the Planning Commission to review the definitions section of the document (June 10, 2013 Trustees meeting).

--Since the BHV Master Plan and proposed Zoning Ordinance use basically the same map, any changes proposed to the ZO map would also need to be made in the Master Plan map. Discussion of zoning in regard to park/agricultural land ensued, but no changes were made regarding zoning designations.

--Section 3.03 F(1) and Section 6.07 will be amended to be consistent with each other, including 545 day specification from the date a building permit is issued, and assignment of site plan review for extension to the Planning Commission rather than the Zoning Administrator.

--Section 5.07 will be amended to require placement of specified accessory structures behind the front line of the primary structure.

The proposed zoning ordinance dated 11/8/13 as amended above will be recommended by the Barton Hills Village Planning Commission to the Barton Hills Board of Trustees for adoption. (JMacKrell/Richards/P unanimously)

NEW BUSINESS Planning Commission meeting dates for 2014 were set as

February 3, May 20, August 26 and November 18.
