The regular meeting of the Board of Trustees was called to order by President Boddie at 6:00 PM at the Village Hall.

Returning Trustees Linda Benson, Will Boddie, George Borel and Cheryl MacKrell took the oath of office and were seated on the Board.

ROLL CALL Present: Trustees Al-Awar, Benson, Boddie, Borel, Butterwick, Izenberg, Langford, MacKrell and van der Velde. Absent: None.
Others attending: ZPA Perry, Asst. Treasurer King and Supt. Esch.

ORGANIZATION BUSINESS Will Boddie was nominated for the office of President. There being no other names offered, nominations were closed and Mr. Boddie was elected. (Al-Awar/Butterwick/P)

Forrest Butterwick was nominated for the office of President pro tem. There being no other names offered, nominations were closed and Mr. Butterwick was elected.


Cheryl MacKrell was nominated for the office of clerk. There being no other names offered, nominations were closed. Mrs. MacKrell was elected and took the oath of office. (Butterwick/Al-Awar/P)

The following were appointed by President Boddie: Attorney—Bruce Laidlaw, Assessor —Randy Perry, Treasurer—George Borel, Assistant Treasurer—Priya King, Deputy Clerk—Jan Esch.

FINANCE/FINANCE COMMITTEE The Cash Balances report was distributed. The Cash Disbursements for October 2014 were approved as printed (Aux. Book XVI E(9)).


The resolution to Opt Out of PA 152 of 2011 was adopted. (MacKrell/Langford/P)


Zoning and Planning Administrator (Perry) One project was approved for zoning.

Recreation (Benson) The Halloween event was very successful and will be planned again for next year.

Zoning/ZO Revision (Perry) No report.


Proposed zoning ordinance. Following extended discussion, the proposed zoning ordinance (draft dated 8/19/14) was approved for publication in the Barton Bulletin with the following changes:

--Section 2.02 Definitions/Story:  Addition of the words “at least” so the definition reads: “Story: That part of a building, except a basement, included between the surface of one floor and the surface of the next floor, or if there is not a floor above, then the ceiling next above.  In addition, an uppermost story lying under a sloping roof, the usable floor area of which, at a height of four feet above the floor, does not exceed two-thirds of the floor area in the story directly below and the height above at least 200 square feet of floor space is at least 7'4", shall be described as a half-story and not a story.  When the usable floor area of such a story, at a height of four feet above the floor, does exceed two-thirds of the floor area of the story directly below, it shall be counted as a story.”

--Section 3.08 A changed to read: “Violations: Violations of this ordinance are civil infractions punishable by civil fines of not more than $2,500 for each violation.”

--Section 5.03 B(1) changed to read: No structure except chimneys shall exceed the height limits of the district in which the use is located.”


Traffic signs No action was taken regarding the radar speed signs. “No Parking” signs will be installed as needed at the intersection of Country Club and Forest Roads.
