TRUSTEES OF BARTON HILLS VILLAGE
October 13, 2014
The regular meeting of the Board of Trustees was called to order by President Boddie at 6:02 PM at the Village Hall.
ROLL CALL Present: Trustees Al-Awar,
Benson, Boddie, Borel, Butterwick, Langford, MacKrell and van der Velde.
Absent: Trustee Izenberg.
Others attending: Asst. Treasurer King, Supt. Esch, BHMC President MacKrell and two residents.
PUBLIC COMMENT One resident spoke in favor of having a radar speed sign at each entrance, commenting on radiation concerns (printed studies), cost (funds approved in the past) and effectiveness (personal experience). The Trustees agreed to study this topic/request.
MINUTES Minutes of the September 8, 2014 Trustees meeting were approved as printed. (MacKrell/Butterwick/P)
FINANCE/FINANCE COMMITTEE The Cash Balances report was distributed. The Cash Disbursements for September 2014 were approved as printed (Aux. Book XVI E(8)). (Al-Awar/MacKrell/P) The 2013-14 audit was distributed/discussed. The report was accepted (MacKrell/Langford/P) and Mrs. King was commended for her work. In light of current interest rates, the outstanding loan (Village Hall) will be paid off early with savings account funds.
Zoning and Planning Administrator (Perry) No report.
Planning Commission (MacKrell) No report.
Water (JEsch for Davis) The Household Hazardous Waste Recycling Bin project was successful, as reflected in the written report.
Recreation (Benson) The Halloween event will include an invitation to residents to join the pre-trolley-ride pizza party.
Roads/Vehicles (Al-Awar) The MDEQ permit has been obtained for replacement of the Forest/Oakdale water main section. One quote was submitted/accepted for the project which is scheduled to commence in early November 2014, weather permitting.
Environmental (Butterwick/MacKrell) No report.
Long Range Planning (MacKrell) No report.
Personnel (Langford) No report.
Security (Butterwick) No report.
Zoning/ZO Revision (Perry) No report.
Barton Hills Country Club. The following resolution
was adopted: For benefit of township planning, the Barton Hills
Village Board of Trustees supports the change in the Ann Arbor Township
Master Plan requested by the Barton Hills Country Club Board of
Directors. (van der Velde/Benson/P unanimously)
Resident request. The mailbox will not be moved because it meets current postal service guidelines. The speed sign will not be moved because it is on the village road right of way. (motion to move sign van der Velde/Butterwick/F yes: Butterwick, van der Velde; no: Al-Awar, Benson, Boddie, Borel, Langford, MacKrell)
Proposed zoning ordinance. The change proposed by Atty. Laidlaw will be made to the draft (Section 3.08 Violations and Penalties). The proposed ordinance will be discussed at length at the November 10, 2014 Trustees meeting.
Information concerning solicitation will be printed in the Barton Bulletin.
