MINUTES OF BOARD MEETING

TRUSTEES OF BARTON HILLS VILLAGE

March 10, 2014

The regular meeting of the Board of Trustees was called to order by President Boddie at 6:00 PM at the Village Hall.

ROLL CALL Present: Trustees Benson, Boddie, Borel, Butterwick, Langford, MacKrell and van der Velde. Absent: Trustees Al-Awar and Izenberg.
Others attending: Asst. Treasurer King, Supt. Esch and two residents.

PUBLIC BUDGET HEARING The Public Budget Hearing was convened at 6:00 PM. There being no comments or questions from the public, the hearing was adjourned at 6:02 PM.

FINANCE/FINANCE COMMITTEE The Cash Balances report was distributed. The Cash Disbursements for February 2014 were approved as printed (Aux. Book XVI E). (Langford/Butterwick/P)    

The Resolution of Final Amendment to Fiscal Year 2013-2014 Budget was adopted.

The Resolution of Adoption Fiscal Year 2014-2015 Budget was adopted.

The 2014-2015 budget includes funding for cleaning of the water tower and replacement of a section of water main on Oakdale Road near Forest Road. Supt. Esch was commended for his role in budget management evidenced by a much smaller deficit in budget year 2013-2014 than anticipated.

PUBLIC COMMENT One resident commented:

--support for replacement of the Oakdale Road water main

--support for moving a shrub near the Village Hall to near the maintenance building

--caution regarding approval of new boathouses as there are fifteen BHV properties fronting the river.

PROPOSED CHARTER AMENDMENT The Resolution Proposing Amendments to Village Charter was adopted.

The resolution will be laid on the table for 30 days.

STANDING REPORTS

Zoning and Planning Administrator (JEsch for Perry) Application for construction of a boathouse at 903 Oakdale Road was received; however no action will be taken until the applicant receives MDEQ and Ann Arbor Township approval for the project.

Planning Commission (MacKrell/Perry) No report.

COMMITTEE REPORTS

Security (Butterwick) The Security Committee will investigate the possibility of erecting an emergency warning siren in BHV.

Recreation (Benson) A community social will be planned for later this spring/summer.

Environmental (Butterwick/MacKrell) No report.

Long Range Planning (MacKrell) No report.

Personnel (Langford) No report.

Roads/Vehicles (Al-Awar) No report.

Water (Davis) No report.

Zoning/ZO Revision (Perry) No report.

NEW BUSINESS

The Resolution to Opt Out of PA 152 of 2011 was adopted.

Clerk MacKrell read the following resolution:

Whereas, since Barton Hills was established in 1922 under the auspices of the Barton Hills Maintenance Corporation to be a unique and beautiful residential community; and

Whereas, on March 1, 1949 the Barton Hills Maintenance Corporation hired Walter L. Esch to be an employee and later Superintendent of Barton Hills; and

Whereas, in 1973 the newly chartered Village of Barton Hills Village continued the employment of Walter Esch as Superintendent; and

Whereas, Walter Esch has faithfully and wholeheartedly served the Barton Hills Village residents with energy, integrity, determination, resourcefulness and skill, often above and beyond the normal expectations of his position, for the well-being and benefit of the community;

BE IT THEREFORE RESOLVED that the Board of Trustees on behalf of the residents of Barton Hills Village extend to Walter their most sincere congratulations and deepest appreciation on this, the 65th Anniversary of the employment of Walter L. Esch, Superintendent, Barton Hills.

BE IT FURTHER RESOLVED that this resolution be recorded in the minutes of the Barton Hills Village Board of Trustees.
