MINUTES OF BOARD MEETING

TRUSTEES OF BARTON HILLS VILLAGE

October 14, 2013

The regular meeting of the Board of Trustees was called to order by President Boddie at 6:07 PM at the Village Hall.

ROLL CALL Present: Trustees Benson, Boddie, Borel, Butterwick, Langford, MacKrell and van der Velde. Absent: Trustees Al-Awar and Izenberg.
Others attending: ZPA Perry, Asst. Treasurer King, Supt. Esch, one resident and three guests.

PUBLIC COMMENT Roy Townsend from the Washtenaw County Road Commission, Ted Green from the Ann Arbor Bicycle Touring Society and Lew Kidder from Scio Township Local Roads Advisory Committee all spoke encouraging BHV to join a partnership being formed to provide funding for rebuilding of a section of Huron River Drive between Foster Bridge and Main Street.

FINANCE/FINANCE COMMITTEE The Cash Balances report and the March 2013 audit were distributed. The Cash Disbursements for September 2013 were approved as printed (Aux. Book XIV E(7)). (Benson/Langford/P) There were no concerns with the audit.

STANDING REPORTS

Zoning and Planning Administrator (Perry) No report.

Planning Commission (MacKrell/Perry)

-- As requested by the Trustees, the Commission continues to review the definition section of the proposed zoning ordinance in light of comment received at the public hearing.

--There are parks and agricultural property currently zoned residential. The owners have asked for a review of these properties to determine the appropriate zoning.

COMMITTEE REPORTS

Recreation (Benson) The Village Social was enjoyed by those who attended and was financially successful. However, since the number attending the socials continues to be low, a resident survey will be considered before the next formal social in 2015. Halloween event plans continue to move forward.

Water (Davis/Butterwick) The Water Resources Advisory Committee (WRAC) was formed in November 2012 to provide citizen input on water quality issues (requirement of the BHV Stormwater Management Plan). The WRAC has completed review/update of the 1997 BHV Wellhead Protection Plan. The document was approved for submission to the State of Michigan as printed, with two amendments (addition of railroad information on page 8 and addition of another map). Environmental (Butterwick/MacKrell) No report.

Long Range Planning (MacKrell) No report.

Personnel (Langford) No report.

Roads/Vehicles (Al-Awar) No report.

Security (Butterwick) No report.

Zoning/ZO Revision (Perry) No report.

UNFINISHED BUSINESS Plans are still in progress for construction of the fence around the plastics recycling bins and assessment of a potentially hazardous tree.

NEW BUSINESS

--Resources to accomplish codification of ordinances will be investigated.

--The ballot for the Michigan Municipal League Liability and Property Pool Board of Directors election was approved as presented. (van der Velde/MacKrell/P)

--Regarding the proposed ordinance to regulate activities in the roads, Mr. Boddie will discuss questions raised by the Trustees with Atty. Laidlaw and report back at the November Trustees meeting.

--BHV will decline the invitation to participate in the Huron River Drive road improvement partnership due to budget constraints and village road maintenance obligations. (Motion to contribute $10,000 MacKrell/Butterwick/F Yes: Butterwick, MacKrell;  No: Benson, Boddie, Borel, Langford, van der Velde)
