TRUSTEES OF BARTON HILLS VILLAGE
May 13, 2013
The regular meeting of the Board of Trustees was called to order by President Boddie at 6:05 PM at the Village Hall.
ROLL CALL Present: Trustees Al-Awar,
Benson, Boddie, Borel, Butterwick, Langford, MacKrell and van der Velde.
Absent: Trustee Izenberg.
Others attending: ZPA Perry, Asst. Treasurer King, Supt. Esch, BHMC President MacKrell and seventeen residents.
FENCE PERMIT Discussion regarding the application included concern that too much fencing to protect from deer damage in the future would detract from the ambiance of the village. The fence will not be visible from the road or the neighboring homes. The application to construct a garden deer fence at 435 Hillspur Road was approved. (Borel/Langford/P)
PUBLIC COMMENT None.
MINUTES Minutes of the April 8, 2013 Trustees meeting were approved as printed. (MacKrell/Langford/P)
FINANCE/FINANCE COMMITTEE The Cash Balances report was distributed. The Cash Disbursements for April 2013 were approved as printed (Aux. Book XIV E(2)). (Al-Awar/Butterwick/P)
Zoning and Planning Administrator (Perry) No report.
Planning Commission (MacKrell/Perry) A public hearing for the proposed zoning ordinance has been set for June 4, 2013. Following the hearing, the Planning Commission will consider any comments received and decide if the ordinance is ready to submit to the BHV Trustees. The Trustees will then decide if they want to hold another public hearing, make any changes and/or adopt the ordinance. It was estimated that the ordinance could be approved by August 2013.

Environmental (Butterwick/MacKrell) Information was given concerning an Ann Arbor City public hearing (master plan review/South State Street corridor plans) and mosquito control options.
Long Range Planning (MacKrell) No report.

Roads/Vehicles (Al-Awar) No report.
Security (Butterwick) No report.
Water (Davis) No report.
Zoning/ZO Revision (Perry) No report.
Telecommunications leases Based on discussion with Ann Arbor Township and other investigation Mr. Boddie recommended that BHV continue the current leases, as it appears likely the leases/equipment will continue to hold or increase in value.
Maintenance area buildings Work is commencing on the block building renovation with estimated completion in two to three months.
