MINUTES OF BOARD MEETING

TRUSTEES OF BARTON HILLS VILLAGE

March 12, 2012

The regular meeting of the Board of Trustees was called to order by President Boddie at 6:00 PM at the Village Hall.

ROLL CALL Present: Trustees Al-Awar, Benson, Boddie, Borel, Butterwick, Langford, MacKrell and van der Velde. Absent: Trustee Izenberg.
Others attending: Asst. Treasurer King, Supt. Esch, two residents and one guest.

PUBLIC BUDGET HEARING The Public Budget Hearing was convened at 6:01 PM. There being no comments from the public, the hearing was closed.

MINUTES Minutes of the February 13, 2012 Trustees meeting were approved as printed. (Langford/MacKrell/P)

FINANCE/FINANCE COMMITTEE The Cash Balances report was distributed. The Cash Disbursements for February 2012 were approved as printed (Aux. Book VII E (10)).(MacKrell/Butterwick/P) The Amended 2011-2012 budget was approved as printed (Aux. Book VIII E). (MacKrell/Langford/P) Mr. Al-Awar arrived

The resolution titled Barton Hills Village Fiscal Year 2012-2013 General Appropriations Act was approved by roll call vote: Ayes—Al-Awar, Benson, Boddie, Borel, Butterwick, Langford and MacKrell. Nays—van der Velde. Absent—Izenberg. (Aux. Book IX E).

RECYCLING PRESENTATION A representative from the City of Ann Arbor was present to answer questions related to the experiences of the City in regard to recycling and their agreement with ReCommunity Recycling. Mr. Borel, Mrs. MacKrell and Mr. Esch will work on a financial projection for the proposal that BHV collect recyclables for processing by ReCommunity.

Zoning and Planning Administrator (Perry) No report.

COMMITTEE REPORTS

Recreation (Benson) Based on consideration of past participation in the Halloween hayrides and available options it was agreed to reserve a trolley from Tecumseh Trolley for the 2012 Halloween event ($300 deposit on estimated $740-845 expense for a trolley that holds 34 passengers for a two hour event). The Recreation Committee will also begin planning for a Village Picnic on the Sunday of a UM home football game weekend in September.

Long Range Planning (MacKrell) No report.

Personnel (Langford) No report.

Roads/Vehicles (Al-Awar) No report.

Security (Butterwick) No report.

Water (Davis) No report.

Zoning/ZO Revision (Perry) No report.

UNFINISHED BUSINESS None.

NEW BUSINESS

Auction ordinance. Proposed revision of Ordinance No. 12 (regulation of auction sales) was approved with the following change: (Benson/Butterwick/P)

--Section 1 to read “Because Barton Hills Village roads are not of sufficient width to accommodate parking of large numbers of automobiles, it is necessary to strictly regulate the auctioning of real and personal property within the Village;”

The proposed ordinance revision will be published in the Barton Bulletin for public comment. Reference was made to Atty. Laidlaw’s memo explaining the need to have the BHV ordinances in acceptable form before codification can be accomplished.
