MINUTES OF BOARD MEETING (ANNUAL MEETING)
TRUSTEES OF BARTON HILLS VILLAGE
May 10, 2010
The regular meeting of the Board of Trustees was called to order by President Boddie at 6:01 PM at the Village Hall.
ROLL CALL Present: Trustees Al-Awar, Benson, Borel, Boddie, Butterwick, Izenberg, Langford, MacKrell and Wilkes. Absent: None.
Others attending: Atty. Laidlaw, Asst. Treas. King, Supt. Esch, ZPA Perry, seven BHMC Directors, BHMC Atty. Lloyd and approximately twenty residents.
PUBLIC BUDGET HEARING The Public Budget Hearing was convened at 6:01 PM.
A synopsis of the Barton Hills Village 2010-2011 proposed budget was distributed to all residents (Barton Bulletin Vol. LVI No. 4). The millage rate remains at 10 mills. There being no public comments, the public hearing was closed at 6:03 PM.
FINANCE A millage rate of 10.000 mills to be levied to generate $521,000 in village taxes for operating expenses, and the amended 2009-2010 budget and proposed 2010-2011 budgets were approved. (See Aux. Book XXIX D) (MacKrell/Butterwick/P)
BHV/BHMC The BHV proposal to BHMC was discussed. The meeting was temporarily set aside at 6:28 PM for the BHMC Shareholder vote and reconvened at 6:35 PM.
FINANCE The Cash Balances report was distributed. The Cash Disbursements for April 2010 were approved as printed (see Aux. Book XXX D). (Butterwick/MacKrell/P) The 2009 audit will be prepared by the current provider at a cost of $7,000.
PUBLIC COMMENT None. (Comments were received during committee reports.)

COMMITTEE REPORTS Written committee reports were distributed in the Barton Bulletin (Vol. LVI, No. 4).
Water As required in the Michigan Department of Natural Resources and the Environment Municipal Separate Storm Sewer System Jurisdiction General Permit granted to BHV, the Water Committee and BHV staff are developing a Storm Water Management Plan. The purpose of the plan is to implement best management practices to prevent polluted stormwater from entering the Huron River. To meet the requirement for post construction controls, the following motion was approved:
For post-construction controls for development and re-development that disturbs one acre or more of land, Barton Hills Village adopts the Washtenaw County Water Resources Commissioner standards (Parts 2 & 3), including a requirement that low impact development practices must be considered prior to other practices. Public Comment: One resident requested that standards tailored to the single-family residential nature of BHV be considered rather than the commercial standards of Washtenaw County. Water Committee response: An environmental ordinance will be written as part of the Storm Water Management Plan, and the post construction controls can be revisited during the development of that ordinance.
Security Possible actions to help motorists adhere to the 25 mph speed limit in BHV were discussed, including several comments from the public in attendance. The Security Committee will explore these suggestions.
NEW BUSINESS Pending state approval, funds in the amount of $10,000 from the Motor Vehicle Highway Fund were authorized for installation of culverts and ditches on Country Club Road west of BHV by Ann Arbor Township to prevent road wash out. This project will provide benefit to BHV residents and will not include paving.
